Tornadus is the only Flying-type Legendary Pokémon in the series, which means the best countermeasures to counter it are pretty straightforward. He's still hard to beat in raids due to how strong he is, but if you get the help of three or four other trainers, you should be able to beat him without a problem.

Tornadus' moveset doesn't particularly bother your tokens, with one exception: Grass Knot. Grass-type moves are very effective against any of its Rock-type counters, such as Riperior and Tyranitar, so if you know the Tornadus you're fighting has a Grass Knot, perhaps go with only Ice- and Electric-type counters.
How do you catch a Shiny Tornadus?
The Shining Tornadus will be available from Incarnate and Grounder raids at a 1 in 20 or 5% chance. This doesn't guarantee you'll get the glow after 20 raids, but it does make it more likely. If you come across a shiny Tornadus, the chance of catching it is 100%, so make sure you use Pinup Berry to get the maximum amount of candy.
